新疆發放200萬元國慶文旅消費券 覆蓋15家5A級景區Xinjiang issues 2 million yuan National Day cultural and tourism consumption vouchers, covering 15 5A-level scenic spots

新疆維吾爾自治區文化和旅遊廳宣布投放200萬元文旅消費券,10月1日上午11時起在「游新疆一碼游」微信小程序發放,覆蓋全疆15家5A級景區。消費券設20元、50元、80元三檔面值,每3天一輪分批投放,自領取起有效期3天,逾期未使用金額自動回流資金池。The Xinjiang Uygur Autonomous Region Department of Culture and Tourism announced the issuance of 2 million yuan in cultural and tourism consumption vouchers, starting at 11:00 a.m. on October 1 through the 'Travel Xinjiang with One Code' WeChat mini program, covering 15 5A-level scenic spots across Xinjiang. The vouchers are available in denominations of 20 yuan, 50 yuan, and 80 yuan, released in batches every three days. They are valid for three days from the date of collection, and any unused amounts will automatically return to the fund pool after expiration.

中国日报乌鲁木齐9月30日电(记者 毛卫华 实习生 马雪琴)9月29日,新疆维吾尔自治区文化和旅游厅(以下简称“自治区文旅厅”)召开2026年文旅消费券发放媒体通气会。记者从会上获悉,新疆将投入200万元资金,于10月1日11时起,通过“游新疆一码游”微信小程序发放文旅消费券,助力激活国庆假日文旅市场,补贴覆盖全疆15家5A级景区(不含兵团)。

本次消费券设置20元、50元、80元三档面值,发放按照每3天一轮分批投放,自领取之日起有效期为3天,逾期未使用券额自动回流资金池再次投放,总额度用尽活动即终止。游客可用于景区门票、区间车、自驾车票等消费抵扣,覆盖天山天池、喀纳斯、吐鲁番葡萄沟等知名5A级景区。填写活动专区调查问卷还可额外领取一张20元消费券,每人仅限领取一次。

媒体提问环节,本报记者就15个5A级景区是否设置单景区定向资金额度进行提问。自治区文旅厅产业发展处处长金宝石回应,本次补贴资金实行统一资金池统筹管理,并未为单个景区设置定向匹配专项资金,由游客自主选择意向景区消费抵扣,支付环节系统自动完成券额核销。

会上介绍,发放文旅消费券,一方面旨在惠民利民,让本地群众、外地来的游客,在景区游览、酒店住宿、文艺观演、特色文创消费等场景得到实惠;另一方面发挥补贴资金杠杆效应,释放黄金周消费潜力,繁荣节日文旅市场,推动“文旅+百业”融合发展,把文旅资源优势转化为消费优势。消费券活动持续至12月,坚持政企联动,兼顾普惠性与精准性,保障资金安全,让政策红利直达消费者与经营主体。

通气会明确消费券使用细则:已核销使用消费券的游客,下一轮投放开启后仍可继续领券;订单退款若发生在券有效期内,券可原路退回复用,超期退款券额则回流资金池重新投放。

后续消费券投放节点、使用细则,将通过“游新疆”“新疆是个好地方”官方平台持续对外发布,方便广大游客规划出行。

Urumqi, China Daily, September 30 (Reporter Mao Weihua, Intern Ma Xueqin) — On September 29, the Department of Culture and Tourism of the Xinjiang Uygur Autonomous Region (hereinafter referred to as the “Autonomous Region Department of Culture and Tourism”) held a media briefing on the distribution of cultural and tourism vouchers for 2026. According to the briefing, Xinjiang will invest 2 million yuan, and starting from 11:00 on October 1, cultural and tourism vouchers will be distributed through the “Travel Xinjiang One Code Tour” WeChat mini-program to help activate the cultural and tourism market during the National Day holiday, with subsidies covering 15 5A-level scenic spots across Xinjiang (excluding the Corps).

This round of consumption vouchers is set at three denominations: 20 yuan, 50 yuan, and 80 yuan. They are distributed in batches every three days, and each voucher is valid for three days from the date of receipt. Unused vouchers will automatically return to the fund pool for redistribution. The activity ends when the total quota is exhausted. Tourists can use the vouchers to offset costs for scenic spot tickets, shuttle buses, self-driving tickets, and more, covering well-known 5A-level scenic spots such as Tianshan Tianchi, Kanas, and Turpan Grape Valley. By filling out the survey in the activity section, an additional 20-yuan voucher can be obtained, limited to one per person.

During the media Q&A session, our reporter asked whether a specific funding quota was set for individual 5A-level scenic spots out of the 15. Jin Baoshi, Director of the Industry Development Department of the Autonomous Region's Culture and Tourism Department, responded that the subsidy funds are managed through a unified fund pool and no targeted matching funds are set for individual scenic spots. The discounts are applied based on the tourists' chosen scenic spots, and the system automatically redeems the voucher amounts during the payment process.

The meeting introduced the distribution of cultural and tourism consumption vouchers. On one hand, it aims to benefit the people, allowing local residents and tourists from other places to enjoy advantages in visiting scenic spots, hotel stays, cultural performances, and purchases of characteristic cultural and creative products. On the other hand, it leverages subsidy funds to release consumption potential during the Golden Week, prosper the holiday cultural and tourism market, promote the integration of 'culture and tourism + various industries,' and transform cultural and tourism resources into consumption advantages. The consumption voucher activity will continue until December, adhering to the cooperation between government and enterprises, balancing universality and precision, ensuring fund security, and allowing policy dividends to directly reach consumers and business operators.

The briefing will clarify the rules for using consumption vouchers: tourists who have already redeemed and used the vouchers can continue to receive vouchers when the next round is launched; if an order is refunded within the validity period of the voucher, the voucher amount can be refunded and restored to the original method of use. If the refund occurs after the expiration, the voucher amount will be returned to the fund pool for reissuance.

Subsequent distribution schedules of consumption vouchers and usage rules will continue to be released to the public through the official platforms 'Travel Xinjiang' and 'Xinjiang is a Good Place', to facilitate travel planning for a wide range of tourists.
