運輸及物流局長陳美寶在立法會宣布,中九龍繞道(九龍灣段)12月6日通車,東連將藍隧道、西接油麻地段,貫通整條六號幹線,全線劃一收取8元隧道費。繁忙時段將軍澳市中心往油麻地由約65分鐘減至約12分鐘,預計20條專營巴士路線改用新幹線。Secretary for Transport and Logistics, Chan Mei-po, announced at the Legislative Council that the Central Kowloon Route (Kowloon Bay section) will open to traffic on December 6. It will connect to the Eastern Harbour Tunnel in the east and the Yau Ma Tei section in the west, completing the entire Route 6, with a uniform tunnel fee of 8 HKD for the whole line. During peak hours, travel from Tseung Kwan O town center to Yau Ma Tei will be reduced from about 65 minutes to about 12 minutes. It is expected that 20 franchised bus routes will switch to use the new trunk route.
運輸及物流局局長陳美寶30日在立法會宣布,中九龍繞道(九龍灣段)將於12月6日通車,屆時東連將藍隧道、西接中九龍繞道(油麻地段),貫通整條六號幹線。全線通車後,所有車輛全日劃一收取8元隧道費,以易通行收費。我對工程如期推進表示歡迎。
從交通邏輯分析,今次全線貫通有三重意義:
第一,時間成本實質下降。繁忙時段往來將軍澳市中心及油麻地,將由興建前約65分鐘大幅減至約12分鐘,節省約53分鐘,對每日跨區通勤的居民是根本改善。去年12月已通車的油麻地段,每日約有70,000車次使用,分流龍翔道和加士居道天橋早上繁忙時間約兩成和一成東西行車流,印證繞道分流效益顯著。
第二,路網結構更完整。六號幹線是第三條橫越九龍的幹線公路。T2主幹路及茶果嶺隧道通車後,可有效分流現有道路壓力,並提升將軍澳往西九文化區、高鐵西九龍站、啟德發展區及九龍東商貿區的可達性。
第三,巴士服務具調整空間。通車後將有20條專營巴士路線使用六號幹線。我會爭取區內巴士改經新幹線,同時推動機場巴士A28X增加班次及全日化。路政署亦計劃將油麻地段臨時豎井改建為公眾停車場,提供約140個私家車位及10個電單車位,並設有自動泊車系統,對紓緩泊車需求有正面作用。
關於8元收費,初步我認為屬務實平衡。相較節省的53分鐘車程,8元是合理水平,確保分流效果持續。我期望當局在通車前做好系統、公交及道路配套的全面測試,確保啟用順暢,並在通車順暢後並繼續研究收費水平會否有調整空間。
最後,六號幹線全線通車後車流必然增加,我促請運輸署及路政署在通車前後同步改善交通標示及加強執法,理順行車秩序。總結而言,六號幹線全線貫通是香港運輸幹線網絡的重要里程碑,對將軍澳及西貢區是歷史性機遇。張美雄會繼續監察啟用情況,就路牌改善、巴士路線重組持續跟進,確保基建有更多公共交通如全日化巴士使用,效益真正惠及居民。

At that time, it will connect eastward to the Blue Tunnel and westward to the Central Kowloon Route (Yau Ma Tei section), linking the entire Route 6. Once the whole route is open, all vehicles will be charged a uniform tunnel fee of HK$8 throughout the day, collected via the Easy Pass system. I welcome the fact that the project is progressing on schedule.
From the perspective of traffic logic, the full-line opening this time has three significances:
First, the actual time cost substantially decreases. Traveling between Tseung Kwan O Town Centre and Yau Ma Tei during peak hours will be greatly reduced from about 65 minutes before construction to about 12 minutes, saving approximately 53 minutes, which is a fundamental improvement for residents commuting across districts daily. The Yau Ma Tei section, which opened in December last year, sees about 70,000 vehicle trips daily, diverting roughly 20% and 10% of eastbound and westbound traffic on Lung Cheung Road and Gascoigne Road flyovers during morning peak hours, confirming the significant benefits of traffic diversion.
Second, the road network structure is more complete. Route 6 is the third major trunk road traversing Kowloon. After the T2 trunk road and Cha Kwo Ling Tunnel are opened to traffic, they can effectively divert existing road pressure and improve accessibility from Tseung Kwan O to the West Kowloon Cultural District, West Kowloon High-Speed Rail Station, Kai Tak Development Area, and Kowloon East commercial and business district.
Third, there is room to adjust bus services. After the opening, 20 franchised bus routes will use Route 6. I will strive to have buses in the district rerouted via the new trunk route, while also promoting increased frequency and full-day operation of Airport Bus A28X. The Highways Department also plans to convert the temporary shaft in Yau Ma Tei into a public car park, providing about 140 private car parking spaces and 10 motorcycle spaces, equipped with an automatic parking system, which will have a positive effect on alleviating parking demand.
Regarding the 8 yuan charge, I initially think it is a practical balance. Compared to the saved 53 minutes of travel time, 8 yuan is a reasonable level, ensuring the continued effectiveness of traffic diversion. I expect the authorities to conduct comprehensive testing of the system, public transport, and road support before the opening, to ensure smooth operation, and to continue studying whether there is room to adjust the toll level after the opening runs smoothly.
Finally, after the full opening of Route 6, traffic will inevitably increase. I urge the Transport Department and the Highways Department to simultaneously improve traffic signage and strengthen law enforcement before and after the opening to ensure orderly traffic flow. In summary, the full completion of Route 6 is an important milestone in Hong Kong's transport network and represents a historic opportunity for Tseung Kwan O and the Sai Kung District. Cheung Mei-hung will continue to monitor its usage, continuously follow up on improvements to road signs and bus route reorganizations, and ensure that infrastructure accommodates more public transport such as full-day bus services, so that the benefits truly reach the residents.
