Editor's Note: In October, many new regulations came into effect. The central government covered four major areas: national security, financial credit, intellectual property, and cyberspace, and a ministerial order cleared 69 old regulations at once; locally, efforts ranged from promoting consumption and strengthening technological innovation to maintaining urban safety, putting the rule of law into specific scenarios. The central and local governments are working in the same direction to safeguard high-quality development.

1. At the central level: Strengthen the legal foundation for national security, safeguard the bottom line of financial credit, enhance the protection of intellectual property in emerging fields, and regulate cybersecurity supervision.

(1) From national defense to corporate server rooms, two lines of security are reinforced simultaneously

National Defense Mobilization Law of the People's Republic of China (2026 Revision)

Announced on 2026-08-28 / Effective from 2026-10-01

Clarify the responsibilities of the military and civilian sectors in national defense mobilization under the leadership of the Party, improve systems for mobilization planning, potential surveys, reserve personnel conscription, strategic material reserves, military supply support, and compensation for the requisition of civilian resources, connect with emergency mechanisms, strengthen mobilization in emerging fields, set legal responsibilities, improve the national defense mobilization system, and safeguard national security.

Measures for the Supervision and Inspection of Cyberspace Security by Public Security Organs

Promulgated on 2026-08-06 / Effective from 2026-10-01

Standardize the supervision and inspection by public security authorities over network operators, data processors, and personal information handlers, clarify the inspection targets and methods both online and offline, cover network, data, and algorithm security, establish cross-departmental coordination, and measures such as rectification, warning letters, and penalties can be adopted, standardize law enforcement and the responsibilities of entrusted technical institutions, and safeguard cyberspace security.

(2) From being blacklisted to having foreign exchange purchase licenses revoked, guarding the bottom line of financial security amid tightening and loosening measures

Regulations of the National Financial Supervision and Administration on the Management of the List of Seriously Untrustworthy Entities (Trial)

Define three types of situations for identifying major credit defaulters in the financial sector, clarify the full process of inclusion, notification for defense, and removal, stipulate key regulatory and other restrictive measures, establish a credit repair and early removal system, standardize information disclosure and sharing, strengthen financial dishonesty sanctions, and protect the legitimate rights and interests of the parties involved.

Notice of the State Administration of Foreign Exchange on Further Improving Matters Related to the Foreign Exchange Management of Domestic and Foreign Exchange Loans

Announced on 2026-07-29 / Effective from 2026-10-01

Improve the system of dedicated accounts for domestic and foreign exchange loans, allowing loans with an export background to enter current account settlement accounts; simplify foreign exchange purchase and sale management, cancel the approval for foreign exchange purchase for loan repayment, and allow banks to handle it based on authentic documents; clarify the use of funds and reporting requirements, strengthen monitoring and verification, balance investment and financing convenience with risk prevention, and serve the real economy.

(3) From Work-for-Relief to Administrative Reconsideration: A One-Time Cleanup of Old Regulations

Amendments or abolishments were made to 69 regulations and administrative normative documents. The revised 'Work-for-Relief Measures' strengthen project fund supervision, implement labor remuneration proportion requirements, and help the public increase local income; the 'Administrative Reconsideration Implementation Measures,' based on the new Administrative Reconsideration Law, regulate the entire reconsideration process, protect the rights of the parties concerned, and improve the legal system in the field of development and reform.

(4) Intellectual Property: Putting a Legal Armor on Chip Layout Design

Regulations on the Protection of Layout Designs of Integrated Circuits (2026 Revision)

Protect the exclusive rights of integrated circuit layout designs, expand the scope of protection, optimize the examination of registration applications, add rights restoration, clarify the boundaries of exclusive rights, increase infringement compensation, improve systems for transfer, licensing, pledge, and rewards, regulate the exercise of co-ownership rights, and stimulate the innovation and development of integrated circuit technology.

2. Local Level: Stimulate consumption through openness, ignite innovation through collaboration, and ensure safety through the rule of law.

(1) From an international consumption center to a north-facing open gateway, promoting consumption and expanding openness work in the same direction

Clearly define the overall principles for Shanghai to deepen the construction of an international consumption center city, develop first-release, ticket stub, digital, and inbound consumption, promote the integration of culture, commerce, tourism, sports, and exhibitions, cultivate local and time-honored brands, optimize commercial carriers and duty-free and tax refund services, innovate regulatory models, improve consumer protection mechanisms, and build a globally renowned consumption destination.

Regulations of Guangdong Province on Promoting the Protection of Consumer Rights and Interests in the Guangdong-Hong Kong-Macao Greater Bay Area

Announced on 2026-07-31 / Effective from 2026-10-01

The country's first local legislation for consumer rights protection collaboration across provincial-level administrative regions and different legal jurisdictions. It establishes regular cooperation on consumer protection between Guangdong and Hong Kong and Macau, sets up a cross-border complaint transfer platform to achieve one-click complaint submission and online transfer, carries out information sharing, risk warning, mutual recognition of integrity, and joint supervision, addresses difficulties in cross-border rights protection, and optimizes the cross-border consumption environment in the Greater Bay Area.

Harbin City High-Level Opening-Up Promotion Regulations

Announced on 2026-07-31 / Effective from 2026-10-01

Implement the national strategy of opening up to the north, positioning as a northern open gateway hub. Relying on the new area, comprehensive bonded zone, and airport economic zone for pilot initiatives, improve mechanisms for coordinated opening-up, cross-border trade, protection of overseas investment rights and interests, and resolution of business disputes, optimize opening-up services, deepen economic, trade, and cultural cooperation with Northeast Asia, and ensure high-level opening-up through institutional guarantees.

(2) From the laboratory to the workshop, both innovation and talent are supported by the rule of law

Hohhot City Regulations on Promoting Innovation and Development of the Biomanufacturing Industry

Announced on 2026-09-21 / Effective from 2026-10-15

Based on the advantages of local resources, promote innovation in the biomanufacturing industry, strengthen the construction of scientific research platforms, enterprise cultivation, achievement transformation, factor security, and intellectual property protection, coordinate industrial development with biosafety and ecological protection, advance the construction of industrial clusters, cultivate new types of productivity, and improve the legal guarantees for industrial development.

Guiyang City Regulations on Promoting Services for Industrial Workers

Announced on 2026-08-05 / Effective from 2026-10-01

Clarify the responsibilities of the government, trade unions, and enterprises, improve the integration of industry and education and skills training, implement the dual recognition of skills and professional titles, establish sound mechanisms for salary incentives and innovation empowerment, strengthen the protection of rights and public service guarantees, open up growth channels for industrial workers, and help promote the high-quality development of local industries.

The first collaborative legislation in the field of science and technology innovation in Sichuan and Chongqing aims to implement the strategy of jointly building a nationally influential science and technology innovation center, coordinate innovation carriers, strengthen enterprises as the main body of innovation, improve the entire chain of achievement transformation, increase investment in basic research, establish a mechanism for sharing resources, jointly building platforms, and facilitating mutual talent exchange and collaboration between the two regions, optimize the guarantee of science and technology innovation elements and innovation tolerance mechanisms, to safeguard the construction of the Chengdu-Chongqing innovation community through the rule of law.

(3) Preserve, reform, and dismantle while safeguarding the bottom line of people's livelihood, and build a solid safety defense line for fire protection and rail transit

Hainan Province Regulations on the Management of Building Fire Protection Facilities

Announced on 2026-09-01 / Effective on 2026-10-01

Clarify the responsibilities of the government, departments, property owners, and property management entities, standardize the full-process management of maintenance, inspection, and deactivation of building fire protection facilities, strengthen professional management for super high-rise buildings and large commercial complexes, define emergency utilization procedures for residential special maintenance funds, and detail supervision and legal responsibilities to prevent fire risks.

Jinan Urban Rail Transit Protection Zone Management Measures

Announced on 2026-08-06 / Effective from 2026-10-01

Divide the three-dimensional protection space into control protection zones and special protection zones, clarify the responsibilities of competent authorities, local governments, and operating units, standardize the approval process for construction operations within protection zones, strengthen risk monitoring, hidden danger handling, and cross-departmental coordination, specify prohibited behaviors and legal responsibilities, and coordinate urban construction with the safety of rail transit construction and operation.

Ningbo Urban Renewal Regulations

Announced on 2026-06-12 / Effective from 2026-10-01

Adhere to the simultaneous approach of retention, renovation, and demolition, focusing on preservation and enhancement, prohibit development that violates residents' wishes to vacate, and regulate various types of renewal including residential, industrial, and historical preservation; specifically regulate the revitalization of inefficient industrial land, improve urban inspections and project database management, support rights holders in autonomous renewal, while balancing improvements in people's livelihood, industrial upgrading, and the protection of historical context.

Fabaon New AI · Legal Drafting Assistance

The Peking University Law Treasure Drafting Assistance System is used for drafting laws, regulations, rules, normative documents, internal school documents, and other texts. Based on the 'Peking University Law Treasure' database and utilizing advanced technologies such as artificial intelligence and big data analysis, it addresses the difficulties and problems faced by drafters in collecting legislative materials, managing legislative materials, and drafting regulations. The system has already introduced the generative large model tool GPT, providing advanced intelligent assistance for drafting work. This system is a specialized intelligent assistance tool for drafting texts such as laws, regulations, normative documents, and internal school rules.
