The "Regulations on the Management of Anesthetic and Psychoactive Drugs in Medical Institutions" (hereinafter referred to as the "Regulations") will come into effect on October 1.

The "Regulations" expand the scope of management of narcotic and psychotropic drugs from medicinal narcotics and Category I psychotropic drugs to all medicinal narcotic and psychotropic drugs (including medicinal narcotics, Category I psychotropic drugs, and Category II psychotropic drugs). The "Regulations" also clarify that when prescribing narcotic and psychotropic drugs to minors, written informed consent must be obtained from their guardians.

Opioid substances, the entire category is regulated!

The Ministry of Public Security, the National Health Commission, and the National Medical Products Administration jointly issued an announcement, including all opioid substances in the "List of Non-Medical Narcotic Drugs and Psychotropic Substances," which will come into effect on October 1.

The announcement clarified the chemical structure determination criteria for opioids, covering a variety of structurally similar compounds.

The State Administration for Market Regulation has updated the mandatory product certification rules for flexible heating devices such as electronic bidets and electric blankets, which will take effect on October 1.

The new regulation clarifies the key points of quality assurance capabilities of manufacturing enterprises and product consistency control, strengthens post-certification supervision, refines sampling and testing requirements, implements more scientific classification management for enterprises, covers the entire CCC certification chain for electronic bidets, electric blankets, heating pads, and similar flexible heating appliances, and reinforces the responsibilities of all parties involved in certification activities.

The new national standard for recycled pulp will be implemented in October

The newly revised national standard for 'Recycled Pulp' will be officially implemented from October 1, 2026.

The national standard for 'Recycled Pulp' clearly stipulates for the first time that raw materials for recycled pulp must use classified recovered paper, cardboard, and paper products, and it is strictly forbidden to use waste household paper, medical paper, and other unclean materials, ensuring the hygiene and safety of recycled pulp from the source.

The national standard for 'Recycled Pulp' has added definitions for dry-processed recycled pulp and wet-processed recycled pulp, their production process flows, and key control procedures. It clarifies that both dry-processed and wet-processed recycled pulp must undergo multiple processing steps including sorting, pulping, screening, impurity removal, and defibrillation. Waste paper fragments that are only subject to simple shredding or packing are not considered recycled pulp, effectively preventing solid waste from being falsely imported as recycled pulp.

The national standard for 'Recycled Pulp' also adds requirements for microbial disinfection and testing.

Implementation of the New National Standard for Electronic Functions of Child Seats

Starting from October 1, the national standard 'Technical Specifications for Electronic Functions of Child Occupant Restraint Systems for Motor Vehicles' will be implemented.

This is the first national standard formulated for child seats with electronic functions, specifying technical content such as product classification, technical requirements, test methods, markings, and instruction documents.

In terms of core basic functions, it covers key functional requirements such as low battery alerts, anti-pinch protection, child restraint status detection, installation reminders, and sound device alarms, and imposes strict regulations on communication interaction, data transmission, and child retention warnings.

In terms of safety protection, it refines requirements such as preventing incorrect battery installation and preventing injury from damaged electronic components, standardizes electrical indicators throughout the entire chain, and ensures electrical safety.

In terms of mechanics and reliability, clearly define standards for mechanical loads such as vibration and drops, as well as reliability indicators for switches, rotating components, and connectors.

New Regulations on Cybersecurity Supervision and Inspection Released

Clearly define the inspection objects, content, etc.

The 'Measures for the Supervision and Inspection of Cyberspace Security by Public Security Organs' (hereinafter referred to as the 'Measures') will come into effect on October 1.

The 'Measures' contain a total of 23 articles, mainly stipulating six aspects of content:

First, clarify the subjects of supervision and inspection, including network operators, data processors, and personal information handlers.

Second, clarify the methods of supervision and inspection, including online patrols, offline verifications, routine inspections, and special inspections.

Third, clarify the content of supervision and inspection, including whether the inspected parties fulfill their legal obligations regarding cyberspace security, as well as the key inspection items during major event security.

Fourth, clarify the supervision and inspection mechanisms, requiring strengthened departmental coordination and joint inspections under the overall coordination of national cybersecurity and data security mechanisms, in order to reduce the burden on enterprises.

Fifth, clarify the use of inspection results. Public security organs take measures such as urging rectification, sending public security reminder letters, and imposing penalties according to the inspection situation.

Six is to clarify the relevant legal responsibilities, specifying the legal liabilities of public security organs and their personnel for dereliction of duty, abuse of power, and leaking state secrets.

The "Regulations of the National Financial Regulatory Administration on the Management of the List of Seriously Dishonest Entities (Trial)" (hereinafter referred to as the "Regulations") will come into effect on October 1.

The "Regulations" clearly state that if a party violates laws and regulations and is subjected to any of the following administrative penalties by the National Financial Supervision and Administration Bureau or its dispatched agencies, they shall be included in the list of seriously untrustworthy entities in accordance with these regulations:

A legal entity's business license or operational permit has been revoked;

Cancel or revoke lifetime tenure eligibility;

Lifelong ban from working in the banking industry or lifelong ban from entering the insurance industry.

A batch of new local regulations will also be implemented

Beijing: Starting October 1, the maximum reward for reporting major illegal activities is 1 million yuan

Starting from October 1, Beijing will officially implement the 'Measures for Rewarding Reports of Illegal Activities in the Field of Market Regulation.'

According to the newly released reward measures, reporting major illegal activities such as food and drug safety violations, special equipment violations, and price violations can earn a reward of up to 1 million yuan if verified. The reward measures specifically propose encouraging the general public, such as online delivery workers, to report illegal activities with certain safety risks.

Guangdong: Consumers have the right to refuse delivery meals that are not sealed or have damaged seals

The 'Guangdong Province Consumer Rights Protection Regulations' will come into effect on October 1. The regulations stipulate the issue of food safety sealing in the takeout delivery process.

Article 19 of this regulation clearly states: Catering service operators providing delivery services or entrusting third parties to provide delivery services shall use food containers, tableware, drinking utensils, and packaging materials that meet food safety standards, take measures to seal the delivered food, and ensure that the seal cannot be restored once opened and is easy for consumers to identify. If catering service operators do not take measures to seal the delivered food as required or if the seal is damaged, the delivery person has the right to refuse delivery, and consumers have the right to reject receipt.
